Even in a family land is distributed, there has to be a concrete proof that land is being utilized by land owner. And this has to be reflected in report to authorities. If not, that means land is given on tenancy and not being utilized. Again, the tenant must be traced through aadhar card number and he must be asked to report this extra income. We have to keep in mind that agriculture income is not taxed in India. So why farmers are not reporting the incomes, this is because it will bring them under some or the other regulations. Land holding pattern in India is grossly unequal. This inequality if not captured by authorities through technology.This will always remain a source of black money and illegal activities.
